Yes. Some employers already carry out a road risk assessment. But many employers do not, ranging from those with large fleets to small companies with one or two drivers.

• Employers' duties will be made much clearer when the Health and Safety Commission issues guidance for all employers on at-work road risk assessment. But this may not be until 2004.
